Guiding Principles

OPERATIONAL FOCUS

We believe that freedom of action at the operational and tactical level provides the greatest strategic impact to our clients. Our team uses our real-world experience to help our clients empower and build leaders.

REDUNDANT CAPABILITY

Efficiency saves money, redundancy saves lives. We believe planning, preparedness, and response should include redundant capabilities to ensure the highest level of readiness ... and mission success.

BIAS TOWARD ACTION

Planning should breed confidence in order to increase decision-making velocity, minimizing cumbersome approval processes and allowing teams to solve problems quickly and achieve a greater impact.

RESPECTFUL DILIGENCE

“The more you sweat in training, the less you bleed in combat.” (R. Marcinko). Our team provides candid, honest yet respectful input to our clients to reduce the time required to build effective processes.

RESILIENCE

We prepare for the next disaster by caring for our people every day. Resilience requires investment across the lifecycle of the employee and the organization.

INCLUSIVE PLANNING

“A Plan is a community-understood basis for change.” We identify opportunities to include partners at all levels and across all sectors of the community. We believe none of us are as smart as all of us.

Joe Palfini

Chief Executive Officer

With three decades of operational experience in the public safety, healthcare, military, and disaster response environment, Joe brings a unique skill set to bear in support of our clients and the essential missions they entrust to Bison Six Emergency Group. Starting his career in EMS, he quickly gained valuable experience in rural, suburban, and urban communities across the Nation. He continued his service in public safety, as a structural and wildland firefighter, and as a FEMA-certified Canine Search Specialist, deploying to several significant events. In the clinical environment, as a trauma and critical care nurse, Joe worked in several premier Level 1 Trauma Centers across the country and served for 10 years as a Flight Nurse for a busy rotor-wing medevac agency in South Texas.

Following the attacks on September 11th, 2001, Joe chose to join the military and served in leadership roles in forward-deployed medical units within the United States Army, including Command of a 44-bed hospital unit deployed to central Iraq in 2004 – 2005. He led 209 Soldiers across several geographically dispersed forward operating bases to ensure the highest level of care for our Nation’s warriors. Working with clinical leaders in theater, he utilized his civilian experience in ground and helicopter EMS to help develop and deploy a critical care flight nurse training program to meet an emerging need within the theater of operations.

His military and operational leadership experience led Joe to a position within the trauma and emergency healthcare system in South Texas, where he helped to develop and implement innovative solutions to improve healthcare delivery through integrated systems, including EMS, hospitals, emergency management, military partnerships, and private sector partners. He played a key role in implementing the regional healthcare preparedness programs, state emergency management systems, and the development of the Texas Emergency Medical Task Force program. His work included design of emerging infectious disease response systems, deployable medical response systems, medical incident support / response teams and legislative advocacy for emergency healthcare and emergency medical services systems.

In 2021, Joe founded Bison Six Emergency Group to bring the operational knowledge, innovative thinking, and unique experience to clients across the Nation. Joe currently serves as the President and Chief Executive Officer of Bison Six Emergency Group, based in Sandpoint, Idaho.
